FOB (Free On Board) is the price of the vehicle loaded onto the ship at the Chinese export port — it does not include ocean freight, insurance, or destination-country duty.
CIF (Cost, Insurance, Freight) adds shipping and insurance to the FOB price, giving you a number closer to what the car costs when it reaches your port — though import duty and local clearance fees are still calculated separately at that point.
